The NYC City Council met on October 24, 2003 and discussed 65 bills. 14 bills were approved, including "Decrease the required proportion of income to be paid toward rent from 1/3 to 1/4 for residents of rent-controlled and rent-stabilized units to qualify for the SCRIE program." and "Increasing to $24,000 the maximum income level qualifying for exemption from rent increases granted to certain senior citizens.". 51 were referred to committee.
