The Service
Concrete Bills provides access to NYC City Council legislative data including bills, resolutions, committee information, council member profiles, and meeting schedules. This data is sourced from the NYC Council's Legistar system, a public government database.
Additional features include:
- Full-text search of legislation powered by Algolia
- User accounts with the ability to save and follow bills
- Comments on bill pages
- Weekly Legislative Digest newsletter with AI-generated summaries
- Document previews for bill attachments (PDF and DOCX)
User Accounts
Registration is optional. You can browse all legislation without an account. Creating an account (via Clerk) lets you save bills, post comments, and access personalized features.
When you register, we collect your email address, display name, and profile photo. You are responsible for maintaining the security of your account. You can delete your account at any time through your account settings, which permanently removes all associated data.
User-Generated Content
You may post comments on bill pages. By posting, you grant Concrete Bills a non-exclusive, royalty-free license to display your content on the platform. You retain ownership of your comments.
All user content is subject to moderation. The following is prohibited:
- Harassment, threats, or hate speech
- Spam, advertisements, or promotional content
- Impersonation of government officials or other users
- Content that is illegal or violates the rights of others
We reserve the right to remove any content that violates these guidelines without notice.
Legislative Digest Newsletter
The Legislative Digest is a free, optional email newsletter that summarizes recent NYC Council activity. Summaries are generated using AI and are intended as a convenience — they do not constitute legal or professional advice. You can subscribe and unsubscribe at any time.
Legislative Data and Accuracy
All legislative data displayed on Concrete Bills is sourced directly from the NYC Council's Legistar API. We present this data as-is and do not modify the substance of any legislation, vote records, or official documents.
While we strive to keep data current and accurate, we make no guarantees about completeness, timeliness, or accuracy. Legistar data may be delayed or contain errors from the source. For authoritative information, always refer to the official NYC Council Legislation website.
Acceptable Use
You agree not to:
- Scrape, crawl, or automate access to the platform in ways that degrade the service
- Attempt to gain unauthorized access to other users' accounts or data
- Use the service for any unlawful purpose
- Interfere with the operation of the service or its infrastructure
- Misrepresent data from the platform as official government communications
Intellectual Property
The Concrete Bills name, logo, design, and original content (including AI-generated digest summaries) are owned by Concrete Bills. Legislative data sourced from Legistar is public government information. You may not reproduce, distribute, or create derivative works from our original content without permission.
Disclaimers
Concrete Bills is provided "as is" and "as available" without warranties of any kind, either express or implied. We do not guarantee uninterrupted access, error-free operation, or the accuracy of any data.
Concrete Bills is not affiliated with the New York City Council, the City of New York, or Legistar/Granicus. Nothing on this platform constitutes legal advice.
To the maximum extent permitted by law, Concrete Bills shall not be liable for any indirect, incidental, special, or consequential damages arising from your use of the service.
Termination
We may suspend or terminate your account if you violate these terms. You may delete your account at any time. Upon termination, your saved bills, comments, and account data will be permanently deleted.
Governing Law
These terms are governed by the laws of the State of New York, without regard to conflict of law provisions. Any disputes arising from these terms shall be resolved in the courts of New York County, New York.
Changes to These Terms
We may update these Terms and Conditions from time to time. Changes will be reflected by updating the date at the top of this page. Continued use of Concrete Bills after changes constitutes acceptance of the updated terms.
