Public Service Commission, Change 646 area code

Resolution calling upon Verizon Communications and the New York State Public Service Commission to change the 646 area code, recently assigned to the Borough of Manhattan, to a number that will not conflict with a local exchange, and in the future, to not issue new area codes that conflict with one of the City's local exchanges.
