Resolution calling upon the United States Congress, and the State Legislature, to enact legislation that would create an "affirmative outreach" effort to give businesses located south of Canal Street every opportunity to bid on government contracts to provide materials or services required for the rebuilding of the World Trade Center complex and other Lower Manhattan projects that are subsidized by government relief funds or bond financing.
