Beneficiary Advisory Councils

Resolution calling upon the New York State Legislature to establish "beneficiary advisory councils" for all federal block grant programs at the community planning level in New York City to ensure that programs are accountable to the people they serve and are designed to meet the needs of the beneficiaries and their goals of independence.
