The Committee on Rules, Privileges and Elections, which was referred to on April 9, 2003, respectfully REPORTS Pursuant to sections 31 and 2301 of the New York City Charter, the Committee on Rules, Privileges and Elections, hereby approves the appointment by the Mayor of STANLEY ERNEST MICHELS as a member of the New York City Taxi and Limousine Commission to serve for the remainder of a seven-year term that began on February 1, 2003 and will expire on January 31, 2010.
