The proposed bill would create a task force to study the feasibility of an independent city of Staten Island and to produce a report addressing the financial cost of secession, the legislative and political considerations necessary for secession, the service demands, allocation of resources, and the overall cost to the city of New York and to Staten Island of creating an independent and self-sustaining city of Staten Island.
