Instant run-off voting.
A Local Law to amend the New York city charter, in relation to instant run-off voting.
This bill would institute instant run-off voting in primary and special elections for citywide elected officials. Voters would rank up to three candidates in order of preference. If a candidate received less than 50% of first-choice votes, the candidate who received the fewest first-choice votes would be eliminated, and voters who chose that candidate as their first choice would have their votes counted for their second choice. This process would continue until a candidate had a majority of the votes. This would replace the run-off elections currently held for these offices if no candidate receives 40% of the vote in a primary election.
