A Local Law to amend the New York city charter and the administrative code of the city of New York, in relation to allowing community service as a civil penalty for dumping

This bill would allow for community service to be a civil penalty for dumping (transporting in a vehicle and illegally disposing of materials on public or private land) in lieu of a fine. Currently, fines, imprisonment, and vehicle impoundment are penalties for dumping.
