A Local Law to amend the administrtive code of the city of New York, and the New York City Charter, in relation to creating a department of homeless services within the department of social services, creating population limits for shelters for adults and establishing reporting requirements with respect to such shelters, requiring beds for people seeking assistance at the emergency assistance unit, mandating case management services and repealing subdivisions a and b of sectin 21-301 of the administrative code of the city of New York and section 21-304 of such code.
