Purchase of second-hand catalytic converters.
A Local Law to amend the administrative code of the city of New York, in relation to the purchase of second-hand catalytic converters
This bill would require that any dealer in second-hand articles who purchases a second-hand catalytic converter obtain and retain information about the vehicle from which the second-hand catalytic converter was removed. The purchaser would be required to obtain information from the seller to verify legal ownership of the vehicle from which the part was removed or that the removal of the part was otherwise authorized, that the second-hand catalytic converter is consistent with one removed from the identified vehicle, and maintain an electronic record of the information provided by the seller. The purchaser would be required to retain the electronic records for at least six years.
