The bill would increase penalties for illegal street hails that occur at the City’s airports, in Manhattan south of East 96th Street and West 110th Street, and any areas designated by the TLC to $2,000 for a first offense, $4,000 for a second offense within 24 months, and $10,000 for a third offense within 120 months.
