A Local Law to amend the administrative code of the city of New York, in relation to the rights and responsibilities of tenants and owners regarding the lawful collection of rents.

In 2015, the Department of Housing Preservation and Development (HPD) published “The ABCs of Housing,” an information guide meant to inform tenants and owners of their rights and obligations with respect to maintaining safe and habitable housing. This bill would amend the rights and responsibilities guide for tenants and owners, published by HPD in accordance with Local Law 45/2014, to include information regarding a tenant’s obligation to pay rent in cases where the owner is found to be violating the building’s certificate of occupancy.
