Imposing penalties for the manufacture, distribution or sale of synthetic cannabinoids and synthetic phenethylamines.
This bill would prohibit the manufacture, sale, offer for sale, display for sale, knowing distribution for sale, or possession with intent to sell a variety of synthetic cannabinoids, phenethylamine, and cathinones, and imitations of these substances. In addition to criminal and civil penalties, it would authorize the sealing of businesses that violate the provisions of this bill twice in a three-year period. It would not criminalize possession of these substances if such substances are not manufactured, being sold, offered for sale, displayed for sale, knowingly distributed for sale, or possessed with intent to sell them by the possessing individual.
