Establishing a youth entrepreneurship and business development program.

This bill would require the Department of Small Business Services (SBS) to establish a youth entrepreneurship and business development program for individuals between the ages of 18 and 30. The program would provide participants with entrepreneurship training and work experience that prepares them to compete for city contracts, as well as comprehensive business fundamentals education. SBS would be required to conduct targeted outreach in communities experiencing barriers to entrepreneurship and economic opportunity, including communities identified in the city's M/WBE disparity studies as underrepresented in city contracting.

Make the extension of certain local emergency orders subject to the approval of the local governing (S.7545 /A.9342).

Prohibit the use of child day cares, day care centers, or community-based organizations which support activities for children under the age of eighteen as a shelter for migrants (S.7417/A.8013).

Prohibit the alteration of terms and conditions of employment for all employees during a state disaster emergency.

Include the children and siblings of sanitation members killed as a result of the World Trade Center Attack among those who can receive additional credit on competitive examinations for an original appointment.
