NYC Department of Sanitation (DSNY) rules prohibit supplemental sanitation service providers from placing refuse or recycling by public litter baskets, and further require supplemental sanitation service providers to set material out for collection by DSNY in rigid receptacles with tight fitting lids. Until August 30, 2026, this bill would limit such rules so that they apply only to supplemental sanitation service providers that either receive City Council discretionary funds in Fiscal Year 2026 to purchase such receptacles, or if they do not receive such funding, submit an application to DSNY for the siting of a compliant receptacle by March 1, 2026.
