Communication from the Mayor - "AN ACT to amend the general city law, in relation to the lower Manhattan energy program; to amend the real property tax law, in relation to a tax abatement for certain commerical properties in cities having a population of one million or more; and to amend the administrative code of the city of New York, in relation to the commercial rent or occupancy tax imposed on certain tenants of taxable premises located in lower Manhattan".
